The mission of the Ministry is "to establish, promote the development, strategically manage and safeguard the rational and sustainable exploitation and utilisation of energy and mineral resources for social and economic development."

The project which will be dealt with in the SPARKNET documentation will be the Uganda Photovoltaic Pilot Project for Rural Electrification. The project which was designed for period June 1998 to December 2001 aimed at demonstrating and establishing the financial and institutional mechanisms to provide solar photovoltaic (PV) - based electrical services on commercial basis to household business and communities in rural and peri urban areas of the country which are not projected to have access to grid-based electricity in the foreseeable future and which have both the ability and willingness to pay the unsubsidised cost of the solar PV systems.
