Description The Energy Policy White Paper is a blueprint for government policy in the energy sector. It sets out government's action plans and priorities which have largely been around the electricity supply industry restructuring, petroleum sector de-regulation or re-regulation, black empowerment through facilitating the entry of previously marginalised black individuals and companies in the energy economy and energy services delivery. While the latter two priorities create some tensions, for example, economic empowerment of blacks and women draws attention to the supply side, while energy service delivery draws attention to the demand side, real progress can be observed in household energy service delivery compared to other neighbouring countries.
